One Student’s Journey Says It All

Dr. Lilie judges his work by what students achieve. One of his proudest examples is a girl who came to the United States in 6th grade without speaking English. With steady effort and the support of the school community, she adjusted to a new academic world. She worked a job while finishing high school in just 3 years, and she graduated as Valedictorian. Dr. Lilie and the district still count her accomplishment among their proudest moments.

His team also won a grant that funded an after-school academy and placed a licensed mental health therapist on campus. Student involvement in scouting and UIL academic competitions grew considerably, and enthusiasm for these events remains high. Programs that honor outstanding students and staff at school events have also strengthened ties with the community.

Waelder by the Numbers

Waelder ISD is a small rural district with roughly 320 students from PK through 12th grade. About 91% are economically disadvantaged, and around 87% are Hispanic. Even so, Dr. Lilie holds students to high, consistent standards, centered on college readiness, career preparation, and responsible citizenship. Targeted programs, strategic partnerships, and focused teaching support that goal.

  • More than 98% of seniors graduate holding acceptance letters from multiple colleges or trade schools.

With his team’s help, Dr. Lilie secured continued participation in LASO grant programs, which funded teacher training and helped the district earn a B accountability rating within a year.

From Job Sites to Classrooms

Dr. Lilie did not take the typical route into education. He spent years in construction and housing development before deciding to go back to his academic goals. After finishing his studies and earning his teaching certification, he moved into a career built on service and guidance.

He began in special education, a field that demands patience, discipline, and close attention to how each child learns. When the Bond Kept Failing

Not every chapter was easy. One of the toughest came when Dr. Lilie tried to win voter approval for a school bond. The district badly needed facility upgrades and campus expansion, and he was convinced the improvements would directly benefit students.

The bond went before voters 4 times and failed each time. He took the results to heart and wondered whether he had conveyed the urgency clearly enough to the community. The repeated defeats tested his resolve, yet he kept his attention on improving conditions for students.

He turned to trusted contacts in the financial sector to look for other options. With a school board fully behind him, he found ways to meet several pressing facility needs without the bond. The experience confirmed for him that persistence and community partnership are central to leadership. As he puts it: “When your purpose centers on students and community, solutions often appear through patience, faith, and steady effort.”

Structure That Prepares Students for Life After School

Dr. Lilie’s approach to readiness rests on clear expectations and consistency. He believes students should have a voice in their education but also need guidance when a choice could affect their future. When the stakes are small, he lets them learn from experience. When a decision could shape their opportunities, he expects them to follow the standards set by school leadership.

His policies reinforce responsibility and focus. Waelder ISD has been a cellphone-free campus for students for 10 years, well before Texas legislation addressed phones during the school day. The rule has improved concentration and shown students that workplaces run on rules and accountability.

His approach includes:

Dr. Lilie wants students to see that opportunity extends past their immediate surroundings. Early in his role as Director of Post Secondary Education at Waelder ISD, he prioritized giving students firsthand exposure to higher education and skilled careers.

He set up visits to colleges and technical institutions so students could experience them in person, and he asked students which places they wanted to see. Building the trips around their interests encouraged participation and linked their goals to real schools and training programs.

In his first year, he organized 24 to 25 such trips to colleges, trade schools, and technical training centers. Students toured campuses, learned about programs that explained career pathways, and came away with a clearer view of their options after graduation.

Rooted in the Community

Dr. Lilie knows a rural district grows stronger through its relationships. Agriculture and oilfield work drive the local economy, and he stays connected to both industries because they support families and offer students early work experience. Local poultry farms often employ Waelder parents and provide part-time jobs for students balancing school and work.

Community groups, including the OES, Masonic Lodge, GVTC, GVEC, and Lions Club, give scholarships and donations that help graduating seniors and school programs. Dr. Lilie has also backed learning opportunities for adults, including English language classes and GED completion courses.

Open Books, Open Doors

Dr. Lilie treats transparency and accountability as basic duties of public education. Waelder ISD keeps families and residents informed through public board meetings each month, where anyone can follow discussions and review district priorities. The district website posts financial reports, audits, grant information, and academic report cards, and the administration answers public information requests promptly.

Community connection matters just as much. Dr. Lilie supports events that bring families together with teachers and staff, such as book fairs, fall festivals, Christmas programs, Literacy Night, and STEAM Night. These give residents a chance to ask questions and learn about school programs. The district also undergoes an annual independent audit and takes part in training and seminars so leaders stay current on legal changes, educational standards, and sound governance.
